Donald Trump stroke rumors: when could JD Vance take over as President?

Rumors of President Trump having a minor stroke during the 24th anniversary of the 9/11 attacks spread across social media

On September 11, 2025, President Donald Trump and First Lady Melania Trump visited the Pentagon Memorial in Washington, D.C., to observe the 24th anniversary of the 9/11 terror attacks. During the profound ceremony, sharp-eyed observations and medical experts found down the right lower side of his face, triggering netizens to speculate that there was a 79-year-old president who seemed to have experienced a stroke or maybe a transient ischemic attack (TIA).

A sudden facial droop sparks concern

The video footage showed Trump standing at attention with both his mouth and cheek drooping towards one side, which was reason enough to make comparisons of possible stroke symptoms. One person on X (formerly Twitter) reported, “so this guy like 100% had a stroke right.” Others noted how his eyes appeared “sleepy and unfocused,” furthering the speculation that rather than exhaustion, something neurological might be happening.

Notably, facial drooping is a common feature of the stroke, especially when the paralysis occurs only on one side of the face. Under such circumstances, the American Stroke Association states, “where there is a lack of blood flow to one area of the brain, that side of the face may droop.” Though there are other conditions like Bell’s palsy, Lyme disease, and others that can cause similar symptoms, most online commentators pointed out the suddenness of the event, which happened publicly, to make stroke the first suspect.

White house response

This initial ‘blow off’ rumor mill surrounding the story was quickly blown off by the White House press office, with Press Secretary Karoline Leavitt issuing a statement saying that President Trump is “fit for duty”, along with any “visible changes to the face” from a long-standing circulatory condition- on that of mild swelling of legs, a diagnosis endorsed previously during his last physical exam with White House physician Dr. Sean Barbarella. “I’ve never felt better,” Trump says while continuing his regular itinerary, which includes a game of New York Yankees the next day all energized and lively.

Presidential succession: How J.D. Vance could step in

Amid the swirl of health concerns rising, there stands a new question: if the president would be incapacitated, how soon could J.D. Vance, the Vice President, takes over the presidency? The Constitutional provision under Article II and the Presidential Succession Act states that the vice president is first in line to succeed the president, followed by the Speaker of the House and others.

The 25th Amendment’s Section 4 allows the vice president and a majority of the cabinet to claim the inability of a president to discharge his duties. The declaration will lead all powers of that office to be transferred to the vice president. He, then, becomes acting president until the president is back to take office. If President Trump dies, resigns, or is permanently removed, Vice President Vance would automatically be sworn in as president for the remainder of the term.  

While Trump held the attention of the country when his face drooped at the 9/11 Pentagon Memorial, there are assertions from various official spokesmen that the president is quite healthy. What is brought out, however, is the need for very open medical disclosure for the oldest president in the country. Should any real incapacity come about, then the constitutional structure is clear: J.D. Vance, Vice President first in the line of succession under the 25th Amendment and Presidential Succession Act, would take the helm of the state temporarily as acting president or for the rest of the term as president.
