A guaranteed income program in Mississippi is giving eligible families $1,000 a month with no conditions—here’s where the extra help is going.

The Magnolia Mothers Trust (MMT), a trailblazer program, provides $1,000 every month to families in one U.S. city, paid directly into their bank accounts—a truly no-strings-attached program. Designed to focus on very poor families, especially Black mothers within federally subsidized housing, this guaranteed income program is changing the social support paradigm. 

Running in Jackson, Mississippi, Magnolia’s Mother Trust is in its fifth year and remains the longest-standing guaranteed income program in the country. The current cohort has over 100 women, and each participant receives $1,000 a month for one year, and $12,000 in total support.

What Makes This Program Unique

MMT enables families to spend the funds as they see fit in sharp contrast to many aid programs requiring recipients to meet precise qualifications or spend the money on defined items. These dollars often allow a mother to invest in the essentials that mean the most to her—be it rent, school fees for kids, health care, or saving up for a much-needed vacation.

Springboard to Opportunities, the parent organization of the Trust, says that the residents themselves are the best people to decide what their families need and then provides them with the tools to make those things happen. 

Programs and Support Beyond the Money

And although the $1,000 payments form the core offering, MMT also provides access to optional support services. These include:

  • Goals setting workshops for MMT recipients
  • Mental and self-care resources
  • Community-building activities
  • Family support programs

Participation in these services is encouraged but not a requirement; their focus is long-term financial stability and empowerment.

Building Stronger Futures, One Family at a Time

In its original conception, Magnolia Mother’s Trust was never to solely provide money. Its website tells us that “Guaranteed income from MMT is one resource that moms can use to actualize these goals. Through MMT, they access tools such as stability, confidence, self-efficacy, social support, and opportunities for upward mobility.”

This makes a huge difference in the life of many mothers enrolled in the program. A participant testifies: “MMT helped me to gain a financial foundation. I was able to create a savings account that I still have today. I was also able to pay for my first arm of grad school. I’ll always be grateful.” 

Where and Who Qualifies

Right now, there are no plans for expansion into other areas, though the program focuses on extremely low-income families led by Black women in Jackson, Mississippi. All participants reside in federally subsidized housing, making it one of the key qualifying criteria.

Even though there currently are no plans to extend the program to other areas, what MMT has managed to do is inspire similar schemes in other American cities that are looking into guaranteed income as a legitimate anti-poverty strategy. 

Is This a Model for Future Support Programs? 

As inflation and the cost of living continue to take a toll on families all over the nation, guaranteed-income programs such as MMT have begun attracting greater attention from policymakers and advocates for social justice. The beauty of the approach is that it consists of delivering cash assistance directly and without conditions-something that has been, in MMT’s case, effective and empowering for recipients. 

What remains to be seen is whether other cities will follow Jackson’s example, but, for now, families in this Mississippi community witness first-hand just how powerful an impact direct financial support could make.
