Good news for renters in Miami-Dade – These are the citizens who will be able to apply for PBV assistance until June 20

Miami-Dade County is reopening its Project-Based Voucher Program waiting list, providing much-needed relief to thousands of low-income residents struggling through the region’s record rental crisis. With over 60% of renters in South Florida paying a substantial amount of their income towards rent, this program is a valuable opportunity at discounted housing aid. Tenants’ applications were available starting Monday, June 9, 2025, and continuing up to Friday, June 20, 2025, exclusively through online application. 

Who is eligible to get PBV help

The PBV program, administered by the Miami-Dade County Department of Public Housing and Community Development (PHCD), is designed for a variety of specific resident categories experiencing housing challenges. These include low-income families, the aged, physically handicapped persons, the hearing and visually impaired, homeless persons, and those who are displaced as a result of government activities.

Income is determined based on household size, and firm caps are established annually by the U.S. Department of Housing and Urban Development (HUD). For 2025, an individual household can earn up to $43,400 annually, and a family household of four can earn up to $61,950 annually. The top limits are $81,800 for households of eight persons.

Priority groups receive special treatment

While all potentially eligible candidates are placed into a random lottery system, certain profiles are inserted into the selection process before others. Priority is given to homeless individuals who are referred through the Homeless Trust, veterans and their families, disabled persons, persons dispossessed by government action, residents of qualifying developments, right of return families, and special needs homes.

In addition, 2024 Tenant-Based wait list applicants who applied under Phase One of the site-based waitlists will have priority placement within this Phase Two window.

How the PBV Program works

Unlike regular Section 8 vouchers, PBV links subsidy to individual apartments in pre-approved housing complexes. The system ensures that participating housing complexes are at least decent and offers families more long-term stability. Over 30 housing complexes are involved in the program, some providing specialized services such as home health care, elderly services, or disabled-friendly units.

Application process and requirements

Applications must be submitted exclusively online at miamidadevoucher.myhousing.com during the time allowed from 8:00 a.m. on June 9 through 11:59 p.m. on June 20, 2025. Applications are offered in English, Spanish, and Haitian Creole on the web. One application only may be submitted by a household, and acceptance of more than one shall be cause for disqualification.

Applicants have to pre-register in-depth data such as full names, dates of birth, gender, race, and Social Security numbers for each member in the household. In some cases, the documents may be needed for veteran or disability claim status. The head of the household has to be over 18 years when applying.

Support for those without internet access

With the understanding that not all residents there have internet access, Miami-Dade County has created several locations where assistance is provided throughout the community. Assistance is provided at public libraries such as downtown’s Main Library, North Dade Regional Library, Westchester Regional Library, Miami Beach Regional Library, and Naranja Branch Library. Additional assistance is provided by several Community Action and Human Services offices spread throughout the county.

These support facilities are open Monday through Friday from 9:30 a.m. to 5:30 p.m. during the application period. Residents may also contact 311 or (786) 654-8440 for information and assistance.

The program is a critical tool for Miami-Dade residents experiencing housing affordability issues, with Mayor Daniella Levine Cava highlighting the county’s dedication to providing safe, stable, and affordable housing for all residents.
