According to Schumer, this plan would:

Schumer says the staffing cuts in recent years have made it harder for people to get the benefits they earned. “If no one can take your call, if the website keeps crashing, if they fire the staff that processes your claims… that is a cut to your Social Security benefits, and I will not stand for it,” he said.

Why this matters for Social Security recipients

If you receive Social Security, you know how important it is to have your payments on time and to get answers when you need them. Right now, the Social Security trust fund is expected to run low by 2033. Without action, this could mean a 23 percent cut in payments.

The new proposal is meant to:

The new bill would:

Kevin Thompson, CEO of 9i Capital Group, says, “Increasing staffing would almost certainly help cut down wait times… Tech investment would make it easier for people to navigate their benefits online.”

How this fits with other recent Social Security changes

This proposal comes on the heels of some important updates in 2025:

  • A 2.5 percent cost-of-living adjustment (COLA) increased monthly benefits for over 72 million people
  • The Social Security Fairness Act removed rules that reduced benefits for certain public workers, such as teachers and police officers
  • Some retirees received retroactive payments going back to January 2024

These changes show that Congress can make updates to improve Social Security—but the trust fund’s future is still uncertain without long-term solutions.

What could happen next

Democrats plan to formally introduce the bill in September. If it passes, you could see better service at Social Security offices and fewer delays when you need help. But the bill faces a challenge—Washington is deeply divided.

As financial expert Michael Ryan put it, “This is classic opposition party playbook… watch Republicans vote against it, then use that in the next election cycle.”

For now, the debate will continue, and both sides will need to find common ground if they want to secure Social Security for the future.
